Dragonknight is still very good choice for PvP content, but it requires more skill than before. Heroic Slash (or other 50%+ snare) with Warmth passive from Ardent Flame tree gives you opportunity to put any negative effect on them or even let you cast channeling ability like Wrecking Blow.

Breton is fine for that, not the absolute best but not bad. Third best race for magicka dk. You’ll be a decent margin behind dunmer and altmer since you don’t have fire damage bonuses but still very solid race.
